Euralille is above all a mixed economy land development company. 
It was created in 1990 to carry out the operational phase of extending the city centre around the new TGV hub station of Lille Europe. 
Since its creation, it has been presided by Pierre MAUROY, and consists of a majority public college holding 53.95% of the capital and a private college with 46,05 % of the capital. 

Its activity can by summaried as the development of Euralille and the integration of this zone within the rest of the city. 
The director of the company since March 1998 isJean-Louis SUBILEAU. 

The initial capital was 35 million French francs, which was rapidly increased to 50 million with the arrival of new public shareholders. 
The annual operating budget is 10 million French francs, and the investment budged stands at one billion French francs. 

The company continues its mission of developing the Euralill site with the following priorities: 
- continuing the inventory and revising the balance sheet of the operation
- responsibility for handing over the work when completed
- carrying out a dynamic series of pre-operational studies on the blocks of premises 
- re-launching development and marketing
- operational responsibility (viability of blocks of premises  in commercial use, creation of public open spaces) 
- creation of operational feasibility studies on developing the site of the Fair (currently the Norexpo site).
