Nine
towns at the outset, then
very
quickly thirteen from
the
Nord-Pas de Calais and
Belgium
came together with the
aim
of working out joint
development
strategies in 3 areas:
rail
transport,
economic
promotion and
tourism/cultural
development.

The
adhesion of Belgian towns has rapidly characterised a strong determination
to co-operate and carry out innovative exchanges between certain
towns of the Nord-Pas de Calais and of Belgium.
RAFHAEL
is a young network. If its tangible actions have been relatively
few, it has nonetheless given rise to a network culture: meetings
between officials, technicians, pooling forces, exchanges of
experience, etc.
