Over
5,000 copies of this work (in French, "Formations supérieures
- Entreprises: une dynamique eurorégionale) were published
by TGVilles R.A.F.H.A.E.L. in December 1997.
The
aim of this document was not to offer an exhaustive list of existing
higher education opportunities but rather to shed light on the dynamic
synergies created between the academic world and that of companies.
Throughout its pages, the leading further education institutions
available within the network are revealed for each town.
The
objective was a double one: both of supporting economic development
by proposing sources of qualified staff and technology transfer
to potential investors, and of informing young people of the main
such resources within the network.

| A
quarterly rendezvous: the diary of festivities |

From
1996 to 1998, the network drew up and published a brochure constituting
a diary of festivities (l'Agenda des festivités, in
French) bringing together a selection of the best events to attend
in the network's 13 towns: from modern theatre to major sports events
and including shows for young people, concerts and trade fairs.
This offered an opportunity to discover something new. Some 120,000
copies were printed every quarter, and the brochure was distributed
further afield than the towns within the network.
Today,
RAFHAEL has chosen to focus on innovation: the "Diary" section
of this site offers you a selection of the events worth a visit
in the network's 13 towns: so get out your diaries!

| A
network in service of its inhabitants |

The
TGVilles-R.A.F.H.A.E.L network was born of the association "TGV
Gare de Lille", created by Pierre MAUROY in 1987 to defend the route
and the presence of the North European high-speed trains at the
heart of Lille.
In
1997, RAFHAEL voted in favour of a focused approach within the framework
of developing trans-border links.
Today's
network benefits from the driving force createdduring this period
and the experience gained of lobbying, of which it can make use
when adjusting supply and demand in the rail sector.
R.A.F.H.A.E.L
is determined to make appropriate use of the TGV and TER or TGV/TGV
routes in order for the "TGV effect" to have positive repercussions
on all the Euro-region's towns, and also to adapt links that stimulate
tourism/culture and purely economic development (such as: Mons
- Valenciennes, Ypres-Lille).
In
this area, RAFHAEL's aim is above all to be a lobbying tool, handling
concrete, long-term issues etc.

of the Year |

This
award was initiated three years ago.
It
is intended to highlight a different city within the network each
year, on the occasion of one of its special events.
This
is an opportunity for the entire network to pool the resources of
all the member towns (and above all from a logistical point of view)
.
In
1997, the focus was on Avesnes sur Helpe and the organisation
of the Département's flower show, which was to welcome
nearly 15,000 visitors. The network was represented by a fully-decorated
floral stand in its colours, and provided thematic information
on its member towns.
In
1998, it was a "trans-border tandem" that took the spotlight:
the towns of Mons and Valenciennes in collaboration with the French
Institute of Architecture developed a trans-border programme of
urban planning and architecture that was also highlighted by RAFHAEL.
Beyond
support regarding communications, RAFHAEL organised a "open day"
for these cities, both of which belong to Hainaut's historical
heritage. After this event, several towns within the network contacted
the French Institute of Architecture to study the possibility
of similar specific programmes.
In
1999, Cambrai was chosen among four candidatures (Tourcoing, Villeneuve
d'Ascq and Dunkirk), for the organisation of the IXth edition
of the Juventus Festival.

| Membership
of the National Club of City Networks |

In
December 1997, France - via DATAR (Delegation for Land Development
and Regional Affairs) - awarded TGVilles-RAFHAEL the title of a
"Network of Cities".
As
of 1998, RAFHAEL became a member of the National Club of City
Networks, which now unites approximately twenty such networks
throughout France.
The
Club's mission is to:
- favour
the development of new city networks,
- be
a privileged link with DATAR,
- organise
seminars for exchanging experiences on a French and international
level,
- to
train moderators/co-ordinators of the networks on current network
operation and to promote exchanges of experiences between them,
- to
provide communication concerning the topic "City networks". |

creation of the Internet site |

The
network took several months to create this site, which is intended
to be an open door on a wealth of information on the network and
its evolution, but also on other sites selected by topic.
You
will find these in the "links"
section of the site.

The
site is also a privileged location for operating the network,
i.e. for officials and technicians alike, since all members of
the network can easily exchange information via the Internet and
thus follow the evolution of the working groups rapidly and simply..
